If I were you I'd have taken the following course of action:
Find keywords in the niche for which general UGC forums like Quora, Brainly, Quizlet, Reddit is ranking for.
Recreate the questions and bot the answers to rank for them.
In my understanding Google pays more heed to the niche forums over general forums for niche Keywords.
Maybe would've posted and pinned a few fake giveaway threads to incentivize users to sign up.
That's what I'd have done with my limited understanding of SEO. Reality can be a whole lot different. Good luck
Getting traffic to a forum alone is not enough, there needs to be enough content from a few dedicated users for it to pick up. They have to be the ones that set the standard for the quality of the forum.

If you maintain a forum then build high-quality backlinks and regularly update the informative and engaging content. also promote other social media platforms.
