You need active users, if users are active then they will definitely generate content, which will attract more organic traffic.

after boost of facebook, forum system start loosing its value, only few forum successfully survived and that is because of there maintenance and quality.

If you are starting new forum, then prepare full plan, its hard to maintain a forum,
and if you already started then give some benefit to active users.
i used to own a forum in 2009, it was based on vbulletin forum script, same like bhw.
and that time many forum popup and many of them pay to user for per post basis.
like 20 cent for thread creating and 10 cent per post.
