Tier2 or 3 reccomend for PBN ?

If you have a PBN domain with 200 RD, why in the world would you want to build more links to it?
You are obviously very new to this, so do not build any links to your PBNs, unless you know exactly what you are doing. Entire point of using PBNs is to work with the links they already have and not build new ones. If the link is good enough for a PBN, it has to be good enough for the money site as well, so why not pointing it there directly then? Get decent domains and you don't have to build anything.

I won't blast my PBN with with any links. Because on the first please I would have purchased my PBN with great RD so why on earth would I want to blast off my PBN domain and may penalize them because of those spammy links.

Keep the high quality niche relevant domains / PBNs linking to your money site, then feed "strong" non-niche relevant backlinks into those niche relevant buffers. This way you're building up the power of the link juice and getting niche relevance to your money sites. Forget blasting tiers with GSA, this isn't 2013.

GSA is enough to build tier 2 links for PBNs
u mean M.Site < PBN < GSA ? Directly ? without web 2.0 Between PBN < GSA ?

Yes, If you need to use web 2.0 then you can directly link web 2.0s to your money site, but the content will be handy written and build GSA for those web 2.0s. The link feed is completely depends upon your site age and backlinks that you have already built to your money site.

I didn't say that you don't use the above method. Actually the matter is how we use the Web 2.0s, it will helps to increase the authority where the back link points. Better you can use both the below methods with 50:50 ratio to achieve more rankings.

Most of people are creating web 2.0s for just make backlinks. But it’s complete false; Web 2.0s are highly authoritative one, we have to spend the same time to create it like how we make PBNs.
- Create a Web 2.0s with good theme and design
- Use HQ hand written content for Sponsor posts
- Try to use handmade articles for non-sponsor articles or it must be unique Copyscape passed
- Non-Sponsor articles are more informative and also link to Authoritative website like Wiki, Hub, ect…
- Add images and Tags to each articles you publish
- Publish articles regularly (minimum 1 article per week)
- Simply follow all the steps we used to create PBNs
