- buy aged domains that are not indexed
- use spun content
- use crappy hosting
- build tier 1 and 2 links with programs that generate links on social media sites
- add blogroll links
No idea what the issue is with nonindexed domains that are clean. They get indexed within a few days you know.
Often even the most powerful domains from auctions are not indexed or not entirely indexed. And considering you are adding new content, which will have to get indexed anyway, it does not matter whatsoever whether the domain is indexed prior to you using it as PBN. The only thing that it shows is, that it does not have manual penalty. Though, especially here on marketplace, you will see people using absolutely terrible spammed crap domains that are by some coincidence indexed. Does it mean they are fine? No. If you can do your domain history check properly, you do not have to rely on domains being indexed at all.
If you did your research well than most of the deindexed domains are expired and they can get indexed in few days. But you need to do your due diligence while researching these domains.

about "add blogroll links" this is for selling, or you mean to use it for the internal links
also, I'm may start something like that in the near future, is it important to follow all steps like different IPs, different platforms, ... and so on, or I can make some simple ideas to create some websites.

if the site is down for a couple of weeks / months then it is not indexed anymore in most cases. Nothing wrong with that. Not-indexed does NOT necessarily mean that the domain was penalized. My best expired domains were not indexed at the time I bought them.
