Tier 1 backlinks with automation tools?

It depends on what your tolerances are for considering what a tier 1 backlink can be. For gambling/casino niches this can usually be a lot lower than others. Contextual and do-follow is what you want ideally, even better if the site it's on has traffic and a decent RD to total backlink ratio.

My personal suggestion would be getting the PBN niche backlinks or manual link building in niche sites.

I don't think that matters. Unless they ban your website from their country. Just redirect it to a new url. Getting Niche PBN or niche Backlinks is your best choice. I don't have expertise with tools but it requires a good amount of expertise to understand and use the tools properly to make sure your site gets best benefits.

Automation tools are not good for Tier 1 backlinks. You should focus on PBN links, Guest blogging, niche edit etc.
Can i build tier 2, tier 3 backlinks thorugh GSA SER? Also how PBN links and niche edits works? Can you elaborate more?
