You guys must have or may have not seen this. But their limitations limit say:
"We’re required to collect and verify information from our customers. We must do this before our customers receive €2,500 (or currency equivalent) into their PayPal account (in total) within a year of receiving their first payment."
Which means even if your stealth account accepts payment without doubt, it cannot exceed 2.5 in any currency equivalent within a year. So if you are near 2.5, it's better to rest your stealth account for a year and then use it when the limits are reset. This is the main reason why some people get limited, after it exceeds that amount - PayPal will start asking for bank account details, ID, etc..
