I don't know where to post this, so I'll just post it here.
I'm looking to buy traffic and I see this huge thread about this service in India.
https://www.blackhatworld.com/seo/flood-your-site-with-targeted-traffic-free-reviews.659447/
The offer is for "laser-targeted traffic" that may lead to sales, etc. The ad copy goes on forever.
Tons of newbies have bought this package hoping that they would get sales.
Yet when you ask the posters directly about that, they answer that the "traffic is cold and will not convert".
So I understand that some people might have a use for "cold traffic", but that's not what is advertised in the copy, and a lot of newbies have lost money on this.
I'm disappointed that BHW lets these guys misrepresent their product as they have.
For me, that was the difference between BHW and Warrior Forum.

If you're a buyer you can escalate a complaint and open a Shitlist.
However if you're not a buyer, you're really just speculating. If you are concerned then speak to a Moderator in private, but posting in public isn't the way to go really, in my opinion.

Always check the reviews before buying anything
But precisely there are none, in 190 pages of posts.
Plus since users hope to get free services from these guys I wouldn't trust any of their reviews (and BS/incentivized reviews is a widespread issue on BHW IMO)

Oh really, 'cause it's right there in plain sight.
They have clearly replied to some users that this wasn't traffic for converting. Yet their ad copy says the opposite. So they have this ad saying "buy this car" and when you ask them about it before buying they say "oh no it's a bicycle".
WTF is that??

4. Once You Have Evidence, Send In A Proper Report

If someone attempted to scam you, then sending a report to a moderator that just says "member is a scammer" isn't going to be enough. You need to include links to any evidence you've collected, links to screenshots, and http://www.blackhatworld.com/help/terms. If the member really did attempt to scam you, then this shouldn't be a problem.

If you're still not sure about how to structure a report, then I've created a report format below based on the one I used as a moderator in training.
Situation: Describe the situation here.

Rule(s) Broken: Reference the rule broken here. If the rule isn't in the TOS, try to find an instance where another moderators mentions the rule.

Additional Info: Provide links to any evidence here (e.g., multiple accounts).

That's how IM works: sell stuff to noobs with promises they can't understand, and then, when they understand they bought junk, sell them new stuff with new promises.

There's no honour among thieves.

I haven't been scammed. I'm saying that this service, which some pro BH guy might have a use for, is being misrepresented in the ad copy which is advertising their service as genuine traffic when it is actually "cold traffic" generated by popunders that will not convert. And by reading the posts it's clear that many newbies have bought this believing it was genuine traffic, based on what was written in the ad copy.
Since I'm not a customer I can't report that I was scammed. But if any moderator looks into this, he'll quickly see what I'm talking about.

I'm going to send the seller a message and get this edited ASAP.

This thread was reviewed by a mod who is now banned, and it's from 2014 where the rules were much more "relaxed" to these sorts of things.

I'll contact the seller and bring this up to the latest rules and do a re-review over the next couple of weeks.

Wow. This has been a real eye opener.
My thread gets closed for no other reason than asking a few questions.
But the gang selling cold traffic advertised as hot and laser targeted can just carry on misrepresenting their product.

OK, I got it...

I'm looking at your account and do not see any threads closed.

Please link to it.

The one about the thread that was deleted. Officially because there were some aff links in it, but that actually were not aff links.
It's interesting to see the speed of action on some threads and the leniency on some others, that's all I'm saying.

Anyway I don't want to go on about this. As I said I got the message.

Evidence buddy!!! Words just not enough!!

if the service is bought by so many people, then why not the other buyers didn't come forward and complain!!!

Go to the moderators with your proof!!!

No, the thread I started here about that thread.
