What happened is that some new related threads here on BHW revived the concept of sending lots of quickly spun or just-over spam articles to YCN/YV, so tons of new submissions have piled up and are waiting in queue to be reviewed over there. Yahoo probably has a roof as to how many upfront payments it's going to make, and so has slowed down or interrupted its review process accordingly.
