The best time to post on Instagram
Travel & Tourism - Friday between 9 a.m. and 1 p.m.
Media & Entertainment - Tuesdays and Thursdays from 12 to 3 p.m.
Food & Beverage - Fridays at 12 p.m.
Retail - Tuesdays, Thursdays, and Fridays at 12 p.m.
Professional Services - Friday, Tuesday, and Wednesday at 9 a.m. or 10 a.m.
Non-profit - Tuesday at 4 p.m. or 10 a.m.
Non-retail e-commerce -Thursday at 9 p.m. or 4 p.m.
Pharma & Healthcare - Wednesday and Sunday at 9 a.m.
Personal Care - Friday and Thursday at 1, 2, or 3 p.m.
Technology- Monday and Tuesday at 2 p.m.
Education -Thursday at 4 p.m. or 5 p.m.

Nice, interesting, but I think the best it's to test it for yourself. Also depends if you are targeting using a bot / location / timezone etc. If you want to go deep, do full profiling of your targeted people and search for their cultural behaviors etc. Narrow down as many attributes as you can: age, sex, location, educational background, estimation of how much they earn etc. And compiling those altogether you will have a pretty much idea of when you can post.

Or the easiest method it's to use insights. Just start to post randomly for 2 months and then read the data and you will see more there.

Yes it does differs from brand to brand. It is always good to experiment first. Content strategy should be changed often to see the change in the engagement and reach.

These timing recommendations work best as starting points and are meant to be supplemented with internal data. They are timezone agnostic.
 
One thing that wasn't mentioned is it's good to know the demographic of your audience as optimal posting time will change based on that.
 
yeah, you are right, this post is too general. If you i am targeting different location on a certain niche, posting time would be different
 
I think it also depends on what kind of post: Story or feed.
Geographic location also could be one thing
Testing it ourselves based on the info provided by OP might work best :D

How can you say that?

If you're in Germany, advertising for german people, then it doesn't matter if the best time for X is 3PM PMT EST CST etc. because it's still 3PM. But yeah I guess that if you have an international audience it does matter, my bad.
