Don’t buy users, buy traffic . Users can/will left your channel, with traffic the users will join your channel/group if they want too, or if they are interested, if not they will not join, but the users joined , they really want to be part of your community.
Is my opinion, I’m not an expert.

you gotta have members in there to make it seem legit, so some people start out their groups with a few botted members

Invite people to the group from your niche ( scrape them from other groups ) the ones that are not interested will leave what is expected and the ones interested will stay.
This and SEO are the 2 best options two options to grow a group with targeted people.
You can always try DM or buy promotions inside, but not my favourite ones.
