First you need to create a good landling page with your US TFN displayed in prominent positions because you need to work on calls.
PPC on adwords and Bing Ads are one of the best ways to generate quality tech support leads.
There are some traffic networks as well which you can use like leadimpact, junkyads etc to drive targetted traffic to your Landing page and convert the traffic into calls by using a good landing page.

Without Perfect Cloaking you can't run Tech Support Campaign over Google / Bing. I think you forgot to mention that too.
