First have so much money then buy private islands. Then rule like a king there. You don't have to pay any taxes there but to buy that you have to pay taxes for getting purchasing money.

If you can get enough investors it could be possible to have an autonomous zone created, one already exists in Greece.

I know some autonomous zones or freetowns, but they are usually run by hippies or communists and it just isn't worth the trouble for the governments of the contries where they are located to get rid of them. They are very few and small though, and I am certain that as soon as there's money to collect there, the cavalry waltzes in and seizes everything. Every attempt by somewhat wealthier individuals to form a freezone (be it on an island or elsewhere) was stopped by military as far as I know.
