Tactics with whois and hosting for local seo

hey guys,
i focus my work on local business. and try to take over the front page for services in towns and counties.

2 things, a lot of the sites i make go after the same keywords looking to take over the first page at multiple positions, should each site have different whois info and should they each be on their own hosting?

I've heard seo experts talking about google using whois to keep the same people from dominating and spamming the first page, also using the ip of hosting provider to try to track this. with the sophistication of google updates do you think they are doing this or will be doing this in the future?

What are your thoughts on it? is it worth going through whois and changing each with fake info and getting multiple hosting accounts?

If it is different sites then yes, change the whois along with all the other stuff such as local hosting, city names and other local sites linking to you etc. Big thing is google places (for business), they want different local addresses with business names, phone numbers etc. This listing will link directly to your website so you got to handle this right or you will not get these sites ranked for local search.
 
Im not talking about local listings.. i was just talking about googling "services in town" and wanting all the sites for my business taking over the first page.. example "locksmiths in the bronx ny"

then have a bunch of my sites pop up...

do i need different hosting and different whois information on the different sites if I am trying to accomplish this?
 
no I have a client who has several websites on first page and all hosted with same account.
