Swipe Fans from a Facebook Community Page

I want to know if there is any way to get fans from the community page over to my page. Facebook has a community page with most of my fans on it. I am at only 700 fans. I have tried contacting as many as possible to invite them over, and I have also contacted facebook to tell them that the community fan page is under my business name, but I have gotten no response. Is there any software that could lift these fans over to my page?
