I am looking for an ad service that I can use in my website, do you know any advertisement platform that ignores DMCA ? also if possible supports video ads (before video begin 5 - 20 sec unskippable ad)

If you want to use preroll ads, you have to open your own video hosting. Many streaming website use cpa or popunder.

Yes I am planning to host the videos, that's why I think a video ad will be better

Ok just search pre-roll ads companies. I think that is better to use popunder (you will earn more)
