Starting noob major question

So I have been reading, reading and reading about CPA offers and it all sounds really great. The problem I'm facing is that I have nothing to show an Affiliate network. I realize to get accepted you need to create a website or some other form of social media with ads in it to show your legit, but how do you do that if your not already in a network! I understand this is an extremely uneducated question, however, i've been reading method after method and they all seem to talk about how to market your ads once you have them vs how to get them in the first place. I guess what I really want to know it how do I go from 0 to hosting a website with CPA ads?

Go to blogspot or wordpress.com and create a website/blog. Make some posts and then use that to apply to the CPA network.
