Starting for New site

Hi Every one ..
I owned my first site from year a go that time I know nothing about SEO or back links .
leaving it with no backlinks no title or contents optimize .
until I start building some back links and get some traffic .
Now I registered new site relevant to games keyword ..
I know the competition are too high But I'll give it try with some long tail and less competition words .

what is first thing I do to get my site ranked in right way .after putting contents .

I already have site relevant to freeware download etc with pagerank 2 (that my main site )
And 3 subdomains each one PR 1
+ blogger blog (taking about wordpress ) PR2

How do benefited get from these sites to my new one
I'm thinking to use redirect 301 to pass PR to the new site .
Or just use blogroll links on each blog with anchor text ..

for backlinks
what is safe period to start building backlinks after weeks or months !
and is paid directory have any good for my new site and how much directory I should register for .

I have read too much about SEO strategy but few people taking about new site strategy like my site .

The 301 is more effective when compare to blogroll. You can start building links once your website indexed in google. keep concentrate on content and on-page seo. Try to build quality links with anchor diversification.

I'm not have big sites list for building backlinks like everyone here ..
I review some competitions backlinks on Ahrefs and that numbers I see disappoint me some sites have above 600 thousand backlinks .. from affiliate banners links blogroll in home page .
I'm thinking to build mirror web 2 site on same niche and putt blogroll to my site ..
this strategy I see from all ..
about on-page seo I use it on my first site but Google rank the other site because my domain have less authority the the other ..
that keep me on 4~10 on first page result and I never reach first position even my single page have the best link quality with PR3 .
Last question is it matter if the site main page get backlinks after more then 3~6 month after open it with a lot of back links
or not effect with Google algorithms .
Last I'm really thankful for all you because this is the only forum have someone answer me.
