You should create good and long content. Then use social media for short-term traffic. However, for long-run, you should focus on increasing your SEO visibility.

This is wrong.
SEO is not the only way you could get traffic and most important, good SEO is not free, you have to invest to get results.
The days when you just make content and trow some random links are gone.
For a new blog i would take my time to make a list with Facebook groups that are related to the blog and promote my content there.
Also, if your blog is in English, don't forget about Reddit, it may be a good source of traffic if your content is quality.

It's important to remember what traffic is all about, and that is you get traffic by getting your links in front of people. You keep them with good content. SEO is very important. It should be learned, both on and off-page, for long term success. It's not the only way to get and keep the traffic, though. You can get traffic anywhere people gather. It's better to have relevant traffic, of course, so look for where people in your niche gather. It could be Facebook groups, Instagram, Pinterest, niche forums, etc. The most important part is keeping records of what works and what doesn't, and tweaking what works so that it works better. And if you work hard, it can be free. Instead of money, it costs time and a lot of it. You have to learn how, and then manually do everything from scratch as a newbie. You have to recover from mistakes, and sometimes try and try again. But, that's not a bad thing. When you succeed, the knowledge you have will be worth far more than the blog that got you there.
If he can do a Good SEO at his own then I don't think so he has to invest for SEO if he can do SEO at his own. What do you meant by "Good SEO is not free"

Not gonna debate this too much, even time is an investment and is not free. In order to rank for terms that can bring him decent traffic he need to invest in SEO no matter what. Tools, domains, etc.
Clearly he don't know how to do Good SEO since he ask how to drive free traffic.
Still i suggest him to start with social media promotion and leave SEO for later because that needs time.
