How does Google or other major search engines detect spun content and penalize it?

Also, if the spun content is perfectly readable, would google still penalize it?

Personally, The Spun contents are not only the root of Google penalize the websites, there's a lot spun content types and if you can possible to create a quality spun articles then it's difficult to distinguish from the handwritten articles though.

Yes - if it is perfectly readable the chances are it isn't unique.

I'm yet to find any SEO tools nowadays that can cope with Google changes.

Handspun content works, auto spinning with tools doesn;t.

There is some low quality spun articles, Google would penalize them easily

There are multiple levels of spun content

Almost Human Readable
Readable
Ok
Garbage
Total Garbage

Most people use Garbage and Total Garbage via tools so that's what you get.

Spun + manually rewriting garbage sentences content woks best for me. You can easily achieve this with WordAI

Personally I tried many content spinners and have found that if I use spin to most readable it won't pass copyscape. To clean it up where it will pass it usually takes longer than actually writing the article to begin with.

does it know the difference when the news is on or a press release is released then because they seem to have the same content

If it's readable spun content like news, then google just detects which source was there first (the original source), and downranks others, doesn't necessarily get penalized. It knows which sites are legitimate and authority news sites. If it's a low quality spun content on a low quality source then it either gets ignored or penalized if it detects breaking google's terms like building links etc.

Well not all spun content will not work - there are indeed methods that you will be able to mix sentences with sentences, and that would yield extremely unique results in the process - I find these to be no issue with the search engine, due to the high uniqueness generated from such effort.
Simply spun content which you copy>paste>spin <-- then these are easily detectable, as the content are extremely similar, thus, the one that has better user engagement will be the winner.
Creating extremely unique content by spinning would take some time, but still, it works.

I would say if you are spinning then do so at sentence level and world level. Then again, if you need to do sentence level spinning why not use fresh handwritten content.

If you just want to have one single text spun just use a good online translator and switch between languages a few times and correct some of the major mistakes. Worked great for me. If you want to create 10, 50 or more unique texts you'll have to write a very good spintax for your article spinning tool. I've never had any problems yet as long as the text was readable.
