I actually prefer web2.0backlinks (dot) c om for link wheel facility. I never go to any software for this.
There is softwares that can help you create blog that means it will create a link way to our website in blog. correct me if i am wrong, what i guess is your are asking for a software to create a link wheel techniques in your blogs? I know there is but its price is pretty expensive although link wheel technique in real is really expensive. But you are lucky you don't need to purchase but just to listen 
. It is very easy because the main idea is linking each blog to create a cycle and thats it. link to your website and link to the next blog until the link returns to beginning.

Don't know of any free software like that, but one that is pretty good is Link Wheel Bandit and it's not too expensive.

Don't make a closed-link linkwheel, instead leave the last blog not linking back to the 1st blog, only link to money site. Closed-link linkwheel give easy-to-spot footprint.
There are SW out there but one I know is SEO Link Robot. It's quite pricey but very easy to automate linkwheel creation.
