Google sets a crawl budget depending on the the reputation and activity of a website. Take this website for example. Almost every page on BHW is indexed. That's because Google believes it's a high quality site with very frequent activity and sets a very high crawl budget for this site.

Yes, I agree with you. The issue here isn’t just indexing, it’s Google’s crawl budget and quality filters. When you have 500k pages but only - 100k indexed, Google is signalling that the remaining pages don’t provide enough unique value. Once Google sees value + authority, the index ratio will improve.

I got good results embedding images from my website on high traffic websites. This attracted Googlebot but the indexing is unpredictable. You can use an indexer to make it easier.
