Well the quality of the backlink should also be relevant to the money site that you are trying to bring up as well. If quality backlink but not relevant to the money site, then the link mojo would be degraded when the link points to your money site. But surely, if you have ample amount of quality backlinks, that should provide you a boost for your site, and slowly turning it into a mini-authority site for that specific keyword that you are targeting.

It's searchable, LOTS of threads, sources, ebooks, courses available. Quality + Relevance + Diversification, that's the formula. Don't take a shortcut. Getting this kind of backlinks are pure hardwork, but the return of investment is great.

The short answer to your question is yes. But it's not so easy to attain, it takes time and also you have to check with your Kw competition, link relevancy, metrics and more other factors.
