CLARIFICATION TO OP Yes is job offer full time, utilizing most if not all the tools on the list, (I had one long time specialist who recently just left to do his own thing - he had no issues in running all tools)
Because he would just do it himself and keep 100% profit, why would he need to work for you, and take what u pay him to do this job.
what if he or she was just interested in steady regular income? my websites are not affiliate or adsense or sales types. the specialist may not own tools or servers. and yes it is hard to get a good all rounder SEO these days!
