Watch out for the cheap/spammy services.
There are a lot of good services here like those by @Finn @The Profit Bird and @BlackBDO , yet there are also some cheap and cheerful ones that should only be used for teir 3/2 links.
Make sure you read some reviews as well as look at past customer's rank increases/ decreases as a result of buying the services. You could also test them out on some Web 2.0's first to see exactly what they deliver but, on a whole, there are some nice services here for sure!

Anything link building wise isn't worth it, SEO isn't a one size fits all for every niche.
Look at your competion backlinks and find the outsource service that can replicate and do better.
A consultant is way better than a link building service and they'll give a shit about your site

It's not necessarily the SEO providers job to instruct you on how to handle the SEO for your website. They sell link packages, so the link pyramid is your own responsibility. Though, I'm sure you can ask them for their opinion and they would be glad to point you in the right direction.
Link building does come with its own share of risk. When you outsource it or get someone else to do it, you definitely increase that risk percentage. But then you need to ensure that your time is much more worth than getting links for your site as you may have expertise on something else which is worth more of your time.

And the other thing about outsourcing. Link building is that if a couple of people get a slap for shit links, first thing they'll do is disavow the paid for links which indirectly reports then links to your own website. It's easy pickings for google.
I wouldn't. 99% of SEO agencies are shit and just resell packages randomly.

Don't believe in reviews. Some review are "paid", eg: The seller will give you extra backlinks, or discount, or something else if you give them positive review. Since you have established site, why don't you go for the "white hat" path? Invest in really good article (article with topic that catches your linkcreators attention, not your target audience) and outreach them.
Why aim for linkcreators? Because they are the one who will link back to your website. Your targeted audience most probably won't link you out. Most of them don't have website anyway.

Simple answer - no. Seo is never 100% safe. You just need to mitigate the risks. Generally speaking it's gonna be the higher end services here that come with less risk and also think quality over quantity.
For example premium guest posts to sites like huffpo are near the top when it comes to safety and then blog comments, gsa blasts etc are at the very bottom, then there is everything in between.
Aside from quality and volume you also need to think carefully about control - the more control you have the better, so for example having some high quality Web 2.0 sites built for you with login details and then linking them to your site and building links to them would be good because you have full control over the link between them and your site.
On the other hand, even though building links from some of the better pbn services here might be reasonably safe you won't have any control over those links, their continuing presence or the other links and content that will be posted there in the future.

So that means that I would need to look elsewhere for SEO services because without seo my website will stand on the same position from now on
