There are a lot of good services here like those by @Finn @The Profit Bird and @BlackBDO , yet there are also some cheap and cheerful ones that should only be used for teir 3/2 links.
Make sure you read some reviews as well as look at past customer's rank increases/ decreases as a result of buying the services. You could also test them out on some Web 2.0's first to see exactly what they deliver but, on a whole, there are some nice services here for sure!

They sell link packages, so the link pyramid is your own responsibility. Though, I'm sure you can ask them for their opinion and they would be glad to point you in the right direction.

You just need to mitigate the risks. Generally speaking it's gonna be the higher end services here that come with less risk and also think quality over quantity.
For example premium guest posts to sites like huffpo are near the top when it comes to safety and then blog comments, gsa blasts etc are at the very bottom, then there is everything in between.
Aside from quality and volume you also need to think carefully about control - the more control you have the better, so for example having some high quality Web 2.0 sites built for you with login details and then linking them to your site and building links to them would be good because you have full control over the link between them and your site.
On the other hand, even though building links from some of the better pbn services here might be reasonably safe you won't have any control over those links, their continuing presence or the other links and content that will be posted there in the future.
