SEO links packages / link building

When you buy packages or build links, do you have to do this just for the main page or for literally every post on the blog? What would be the smartest and most cost efficient way?

Depends if you silo your website, you could literally send links to a silo page and have the juice flow through all your posts/pages

If it’s a blog, would the main page be the silo page, because all the articles are listed on it?

Or would it be better if I just create a stationary main page, link to like 3 main categories of articles, and each of those categories will have articles listed on them? So everything kind of branches out?
