It completely depends on your site and what categories and what-not that you cover. There are many ways you can go with SILOs and there's no one-way answer.
If you're just going after one product or keyword, then no. If you're going after multiple keywords in multiple categories, yes.

Okay, then I would definitely do a fat SILO. What exactly about traveling are you covering? "What to do in X City" type of stuff, or? Are you only covering one country/city, or multiple? It's really difficult to give an answer on this.yeah, for ranking.

website.com/city-2/activities/
etc. etc..
The category "website.com/city" lists Activities, Food and Attractions categories in that specific City.
Food, Activities and Attractions categories lists the post in their respective category.
Fill in the SILOs with content, do proper inter-linking from each category/sub-category and so on. I would suggest reading up more on SILO and internal linking so everything is set up correctly. I would also suggest to create custom sidebars for specific categories for better internal linking (depending on how you set up your silo).
Anyway, it's tough without knowing your keywords and categories, so read up on the subject more and learn.
PS. Don't forget to make 2,500-5,000 word articles depending on competition (check what they have).

No problem buddy.
I'd personally split that into 2 websites, one for each country. That way you can have country-level domain, and it won't be as hard to rank (IMO).
