Self too busy, looking for SEO Ninjas! Please help crush local competition

We are in the business of mfg a very niche product and have small to almost none local competition. However, whatever we do have, we would like to crush them by following your advice. We have a total of 30 pages with approx. 300-500 words each. We need someone that can help us accomplish the following:

1. Come up with a good/pragmatic SEO strategy
2. Perform keyword research from business niche and competitor websites
3. Utilize keywords that work to optimize current content or add content to rank higher
4. Create or advise on creating city targeted pages in our region
5. Perform local listing optimization on Google, Bing, Yahoo etc.
6. Advise on other effective methods to achieve our goal

Hi BHopkins, no. Our target market is actually across the nation but we would like to start locally and then expand nationally. That is, unless an expert recommends otherwise.
