I have tried to buy a fb ads account from him, the acc was supposed to be old, active, with some money spent...what do I got?! A $1 account, the oldest post it was made with 4hours before delivering, the fanpage it was also created with 4 hours before delivering, blank ads manager, no payment method attached, $0 spent.
I have instantly asked for refund but he's constantly delaying me...

This guy owe me $225

I don't usually feel good about banning anyone but this guy and I had some discussion about someone else he scammed and he denied it left and right, told me that the scammer was another person and it was none of my business as it did not take place here on BHW.

This one I feel good about.

It happened around the same time he did you wrong and was not associated with our forum so there was really nothing I could do.

I saw more people banned here for scamming another users directly (or even on another place) :)

i sent it as 'friends & family' i tried to dispute it on paypal but i can't dispute it because i sent it as 'friends & family'.
i also tried to email paypal, but they can't do anything about it.

will just leave the money to the guy, hope karma teaches him a lesson.
he also scammed alot of other people on different forums.

The rule is this:

1. Threads in this section may only pertain to business conducted through this forum. This includes the BST, WTB, HAF sections, and PM's.

We do not entertain an issue unless there is proof that the event took place through the forum. That actually can cause friction between the person complaining, and in fact, I was close to banning a guy for the abuse he gave me for not approving a thread a little while back but that rule is in place and I have to follow it.

I remember that mess. I actually was involved in that thread a tad because of some knowledge I had but I would not be allowed to ignore Rule #1 without getting approval from someone above me and in fact have passed a couple of SL requests along to my superiors because they did not begin here on BHW.

Smart move not sending F&F; never do that in a business transaction.

This. They are not your friend, they are not your family. They are strangers on the Internet blindly working for you or paying you for goods or services. If only there was a way to pay that was specifically geared towards goods and services...
