Safe limits for bulk tweeting the same text?

Hello, I am trying to contact everyone on Twitter how has tweeted a certain keyword.
I have scraped their information and drafted tweets to tweet @ them in bulk.
But before I even got to the automated part used BulkBuffer.com, Twitter flagged me!

I was manually tweeting @ the accounts, maybe ten of them, with the same copy.
And then I switched to Open DMs but even that didn't work.
Reviewing Twitter's rules it seems they define this as platform manipulation.

So my questions are:
1. How many times within a given time window I can safely tweet the same message? aka how far apart should I schedule these
2. How different the message has to be to not trip off the police algorithm? aka how many alternative tweets I have to draft

I imagine the solution is to draft, say, 30 unique tweets, schedule em over a safe window like an hour, and then repeat that over many days.

What do you all think?
