The thing with running a business like that, is Paypal and SMM isn't a good mix to begin. Secondly, your mum might face tax liabilities too.

You are allowed to start a Gewerbe, if your parents agree on it. For more information you should check the official websites. There is plenty of information, all you need to know.
For PayPal you need to be at least 18 years old. You can use your mothers account tho. But be careful, if PayPal sees you are selling SMM services you are very likely to get banned on there.

Best thing you can do is directly message PayPal. I can strongly recommend you to message them on Facebook (the german paypal page) and ask them. They will answer you, they helped me before in some cases. Just tell them honestly what you plan to do and if its within their tos.
