Retention in casino via WA

I'm trying to figure out whatsapp messaging to my customer base (they opted in and gave their whatsapp for communications).

The problem is that to send messages from a business account you have to go through a ton of bureaucracy, meta approval and all that.

What are the current options for messaging your own base? Ideally something that supports trigger-based messaging and without all the heavy bureaucracy.
