Replacing Content/Link - is this consider Cloaking?

I just need to get some advice from the pros here about CLOAKING.

Let say you have PBN and you eplace your link or content every 2 weeks then after 10 weeks later it comes back to original content again and then repeat again. Is this consider cloaking?

Assuming this is safe what is the best time frame to rotate the content/link?

That has absolutely nothing to do with cloaking whatsoever. And I have no idea about what this is supposed to achieve either.

Yes, Google will see it VERY weird, and it will provide almost no benefit.

Changing isn't cloaking. Cloaking means to show Google something different than the visitor, e.g. Google sees a content rich page without ads, visitor gets a bannerfarm, it's based on stuff like IP, referrer, user agent. As long as everybody including Google sees the same, all fine...but like all others said, I see zero sense in what you have planned.

Google probably thinks:"OMG, this page seems to be completely unfinished, they always change their content and links, let's treat this as 404 and see if it's more stable later".
