yeah, you can use kopeechka service to verify email or if you have your own emails i can add this feature to use own emails.

Works surprisingly well and fast. Does all what it is supposed to. Cost of 20 accounts is about 1 cent, not counting proxy!
 
Does it keep track of the IP/cookies used for each account and let you login to each account using them and submit posts/comments/votes?

Soft save cookies in json format for each account. So you can use any antidetect browser for work with accounts. If I understand correctly what you mean.
