Questions about accounts, cloaking, and keywords

Hi,

I’ve been working with Google Ads in the Essay niche for a while. It’s impossible to run it normally — after some time, the account gets so many restrictions that you just can't work.

I’m switching to cloaking now. I’ve figured out almost everything except for the Google accounts and the keywords (which are not exactly allowed). A few questions:

1. Account types: I’m not sure which accounts to buy. Do I strictly need verified ones from the start? Or can I do the verification later? Is there a chance the verification request won't even pop up?
2. Agency accounts: Would it be better to just use agency accounts instead of personal ones for this niche?
3. GEO: I’m targeting Germany. Do I need German accounts, or can I use high-trust accounts from other countries?
4. Keywords: Is there a safe way to add risky keywords? I see my competitors showing up for these keywords in search, and they even use phrases like "Order thesis" directly in their headlines. How do they show these ads and bid on these terms without getting instantly banned?
5. Lifespan: How long do accounts actually live with cloaking and grey keywords? How fast do they get banned? Can they last for a decent time or is it constant bans?
