Question to "Scrape only top result" feature

When you use FL for example, when scraping a user or photos there is the option to check 'Scrape only top result'.
What does it actually refer to?

1. It only scrapes the top 9 "featured photos" and the actions on it
2. It scrapes the newest ones
3. It only scrapes the ones fitting the best to my settings (Following settings like "must have following from 50-1000)
