My thoughts are along these lines:

• Weather Plugin
• City News RSS
• Something else like that...

Additionally, we would not want to link off-base to these sources...or would we?

GEO targetted results are based off of a lot of factors but one way is to have landing pages for each city you are going for such as domain.com/miami domain.com/tampa and so on then the content should include your local targetted keywords if you have actual offices in these locations you can embed the Google My Business page to help show relevance to that area locally.
