Can I make LLA of purchase to promote another relevant product of niche/industry? or LLA will only work for this specific product?

If you have similar product you certainly can. They just match people who have same interest as your buyers. So if you think your old buyers would like this product then certainly this LLA is worth it.

Choose only about 5-10% and test it out.

Sometimes this works, sometimes it doesn't. It can be a good jumpstart to promote a new product if it works. Just test it and see

Look at 5-10% if its a really high estimated audience size 200k+ then I would recommend going to 1-5%.
