Question About Tiers 1,2,3 ???

Whats up everyone.. I have a few questions about how to structure my tiers... Currently i have the money site on a blogspot... and i just started building a web 2.0 link wheel with Weebly, Tumblr, Overblog, etc... I understand how to make the wheel correctly, thats not a problem.. My question is when i go off page and build new links backs, where do i direct them too???? Ive been doing postings on forums related to my niches but i am hesitant as to where i am linking these post to... Lately ive been linking back to both my tier 2's and the money site.. Is that bad? lol... Should i go back over the postings and leave only 1 link??? And when a forum allows you to insert a signature should i put the money site or the tier 2s????

Also i drop many link backs on ning sites aswell.. Should i be linking these to tier 2 or the money sites???
