How rigorous is the Apple App Store for submitting Apps? Would they accept a App where i used one of the paid templates for the App?

If I was to publish a App would the App Store push it by itself or would I have to spend money on marketing? If latter how much approximately would be required in a semi saturated niche?

How to make a sustainable income like around a 1000 usd as a game developer myself and a team to do thr artworks and etc..

I am expert in decompiling games.
and I have a huge list of games decompiled made with unity engine ready..
I can reskin them to such an extent that it won't have issue of copyright etc.
but, the problem is I don't have marketing budget to start the campaign..
