Actually VPN will give you only 1 IP and if you do that in bulk, it will probably get scanned. Try using anti-detected browser with different proxies. Or you can just buy clone in bulk and build them up.

You should double check the quality of the proxy to make sure it is working properly, Make sure each time you create an account, you are using a completely new residential proxy that has never been used to create a Facebook account before.
