These cards work for google adwords accounts outside of the US. However other factors come into play with adwords. Generally aged accounts do much better in passing billing reviews.

VCC is valid for 2-3 years. We do not ever delete any card unless requested.

Facebook has been getting more picky but it does work. However paypal limitations are a bitch and happen often if you spend over 10k a month. What some of my clients do is just attach the VCC directly to facebook. However this only works for some countries.
