Spread over all the urls with a wide mix of anchors and dripped out over time, yes absolutely. Bookmarks are social votes. The entire concept of a bookmarking site is that anyone can come along and bookmark a url because they find it "cool" or interesting for any reason they want. Sites get into trouble with bookmarks for pinging them all way too quickly, or just selecting to target 3-4 keywords for which the site is optimized for in its onPage settings already.... that's Penguin fodder, and it would be the same with any link type. This service allows you to go ultra conservative... you want 50% generic "click here now" style anchors? No problem. Want the drip crawl of the links to go on for 90 days? No problem. Those are the keys to running this safely. If it was for Tier I properties, you could go much harder.

Also, if you choose, you may spread the links on both your site, and other properties linking to it, that will further distribute your links and juice.

Non-English keywords are fine, but all content will have to be in English. No way around that I'm afraid.

Also, if doing non-English, the keywords do have to be based on Latin text. No Cyrillic, Thai, etc. The bookmarking sites have a hell of a time with these unfortunately.
