That is a good question. My thoughts are that it is not, BUT.....I plan to do so in the future.

I plan to employ the following trickery:
1) Generate fake traffic beforehand
2) Divide the links over more than one domain (ie new site)
3) Pay the poster extra to drip the links over 60 to 90 days.
4) Generate extra similar URLs (pages) on the site and 301 redirect them onto the real targets later.

I have been keen to hear the poster's answer.
