First of all don't you worry about coming here without doing any research at all..

Now regarding your Qs, as you might have seen, you need to have a brand new Adwords account no older than 14days. If you are planning to create a new account I would suggest you to:
- Get a new IP (restart your router)
- Clear cookies/cache
- Get a new email address and information (billing address, CC etc)

These are the basics but sometimes you might need a few more changes in order for the new account to work
