I've seen brands do that, yes. I've seen that in a couple ways:
1. Direct pitch to the blogger in question asking if they do niche edit link inserts.
2. Create a campaign wanting to work with bloggers on their existing posts and then them apply to you.

The second option works better, where you offer to improve the quality of their blog post -- which will include an additional outbound link in the process -- for a set amount of cash.
