Of course not, all the small files of 20k has been prepared to get unique numbers, that is why in the web you can see different packs of 20k (3 each). Then if a client want to upgrade to a bigger pack (100k, 1M..) we have excluded the numbers of the small files so those would be 100% new records. The unique pack that would have duplicated ones is the entire country database, that incudes all the numbers, even those of the small packs.
And for India, I can tell you that with +400,000,000 numbers I can make 400 exclusive packs of 1M
