penalized website content

If i use penalized site content the site will rank on google.

I am trying this on my website. So far no success for me.
Actually my backlinks are also not indexed properly by google.

I don't think you would. With that particular concept, I don't have experience with. However, it's my understanding that all you have to do is disavow the bad backlinks and revamp the site, then resubmit and you should be okay. No need to repost the content on a new site.
