I looked online google reads the pdf’s as html to index. Could work as well but I don’t see a lot of .html pages ranking #1 these days unless I’m using Bing for hidden sites lol

Because pdf rank better than HTML. Also .html and PHP files trigger some blocks from the server or can't be uploaded.
I think these websites are hacked or have a vulnerability that allows uploading pdfs.

I'd like to know how to do this as well. I'm still new to SEO so I'm not quite sure how I'd go about indexing a page on a site I don't own? Any help with this would be much appreciated.

So I got the 3 PDF’s indexed and 1 ranking for few keywords. wasn’t instant but that doesn’t matter as I’ll just treat them as money sites now and rank. Plan on uploading more niches and building links to them all.
I also seen that someone hacked a site and used a path url on that site with few text (less than 200 words) for a niche and still ranked. So many diff methods…

Seems like you are on the right track then. Was always interested on how you could get PDF's on these sites but i am still stuck. Hoping to figure it out soon as well!

You Just need to type Footprints on Google and you will get Bundle's of Sites where you can upload pdf on .edu and .gov sites
Main problem is Indexing , as these pdf's get 404 in 3-4 days
