I think it helps. Oc Course you can make them to get backlinks.

I'm not sure about the value but many of our pdfs are ranking very well in Google. This is not what we have always wanted but years of zero SEO and relentless uploads of pdfs into the website have resulted to this

Yes they do same as a web page, if the backlinks are mixed with useful content, placing only backlinks in a PDF will not rank well IMO.

The answer would be like, is Google showing the pdf links as a search result for queries?
If it does, yes they do.

I have seen many pdf's ranking for the keywords and surely it is a way you telling your users on how to get the information that they are looking for.

Yep, I would create one for each of my keyword. and then use PBN links to power them up. Hope that helps.
