I have a dell inspiron, 4gb ram memory and 5 followliker projects running. there is 80 accounts on the 1, and about 30 running on the other 4. when the software runs my cpu is maxed out at 100% and my memory is at 80%. the projects are not coming close to completing the tasks i ask them to and i am running them about 20 hours a day. i tried to get a vps but i just have to many different files in too many different locations to transfer over to a vps. i was thinking about getting a more powerful computer. do you think that will solve and issues?

Distracted is right, I'm running all my bots in a virtual environment. I have 16gb of Ram and it's absolutely amazing. I can dedicate two cores and 6 gb and my whole computer still runs like a champ.
I would upgrade cpu+ram personally but its up to you.

I'm using ubuntu operating system, I can't run .exe programs

So I set up a virtual machine so programs made for windows can run

If you already have windows, this is unnecessary.
